Hotmail: Can't send e-mails

At the moment I can receive e-mails but for some reason there is a significant delay in them being sent out. I'd be grateful if someone could help me with some info about this, if possible.

Hotmail is crap and contstantly having "difficulties". Yesterday my friend couldnt add anyone to her contacts list either.
