how do i restrict internet explorer 11 to 2 websites

I have to restrict internet to 2 websites only. I have internet explorer 11 using windows 8.1

Is it possible to do that?

Another effective way to block specific websites from being opened by ANY browser is to edit the Windows HOSTS file. On my computer (windows 7) it's located in here;

C:\Windows\System32\drivers\etc\hosts

The only problem is you need to know what the actual web address is in order to block it. More info here

Can't seem to find what I'm looking for, its for WiFi actually. So access by others on tablets, laptops, phones, but only want them to access two websites and no others.
