how do u mark people?

there are some people on these boards who i find add nothing to the topics. They make snide rude and completely unrelated topics. ITs very frustrating having to scroll through tireless dribble from some immature people, is there no way to alert the mods to these people so they can be punished in any way. it really is starting to become out of control.
