I usually shut down all windows, then open one up, resizing it to the window I want.

Then I surf around to two or three sites and close that window.

USUALLY (in IE) the window sticks to the size of the last window you closed down.

This is a Microsoft product so you can never be sure that the same thing will happen twice in a row.

Resize the browser window to the size you always want it to be by default, then holding down left shift, click the 'x' top right.

Voila! Windows will open that size, every time.
