How to get rid of TOPIC TORCH pop up

In the last few hours i have a pop up tool bar at the bottom of the page that only appears after the page has fully loaded. It is really pissing me off, and i have no idea how to remove it.

I have googled it for no help.

Its called Topic Torch. Anyone have a way of getting rid of it.
