There's also a sea or ocean or lake between land masses. The walkway is pretty, prim and proper. It's gentle and clean and inviting for guests, but not overran. I wonder if it's Loch Ness.

In that case it's Clovelly.

Will admit that I made a wild guess. I've been to Portmeirion but never to Clovelly. The picture looks a lot like those Devon/Cornwall towns. We spent 2 weeks on St Martins in the Scilly Isles and Penzance has that look.
