A rule for a country (england) that says you should have X amount of players born from the country you are paying for?

Nope. As long as the players have served their qualification period, you can have as many as you like. Would you prefer a "quota" system?

The first ever Australian test team from 1876-77 that won the first test contained 4 players born in England, one born in Ireland and one born in India.

These included Charles Bannerman (who made 165*), Billy Midwinter (who took 5/78 in England's 1st innings) and Tom Kendall (who took 7/55 in England's 2nd innings).

All of the SA players in the England team were qualified for England by the age of 15. Strauss has lived in ENG since he was 2, Prior since he was 11 and Trott and Pieterson both had English parents so had British passports from birth.

There's a difference between people moving to a country when they are young, playing all their youth cricket in a country, and just taking already established youngsters and having them play for a country because of some small blood line or 4 year rule.

Eoin Morgan is an exception, he should be allowed to play for England as his home country, Ireland, does not have a test team.

Kieswatter Trott and Pietterson should not be allowed to play for England. Prior, Morgan, Strauss are fine. imo.

Symonds moved here when he was 3 months old ffs and Henriques was 1. Not sure on how old Khawaja was when he moved.
 
didnt khawaja move here when he was two?

i dont mind that however if you moved to say aus from nz you have to represent nz if you move him after 13 years old or something like that.
 
that cahill one is a strange one. which i still can't figure about how we got him to play for us in the end.

I just feel bad for him, as he wouldn't be able to play cricket at the highest level due to being born in Ireland. The others can play cricket at the highest level due to being born and raised in South Africa however. But you're probably right, he probably shouldn't be able to play either.

Cahill played for Samoa in a youth tournament. FIFA changed the rules to allow players to declare their nation at senior level even if they'd represented a different country at junior level. This was maybe in 2004 or 2005. Had the rule been changed prior to the 2002 World Cup, Cahill may have been lost to Australia forever. He declared his intent to play for Ireland at senior level in 2001, however there were no rule changes or appeals forthcoming, meaning he was still only eligible for Samoa. A few years down the track when the rule was changed, Australia had well and truly talked him around to being a Socceroo.
