Limited to what he can earn in his third year with the EBA, so it's really only the second year of his contract that was up for negotiation $$ wise.

Pretty sure thats only for 1st round picks and Morris was a 2nd rounder with a 2 year contract in 2013

The new CBA brought in regulated payments for third year players, I assume so the first round picks aren't disadvantaged by having three year contracts.

The third year for all 2023 drafted players has regulated payments under the CBA. Top 20 picks are locked in for 3 years, but players drafted after pick 20 still have their salary regulated in their third year (whether they re-sign at the club that drafted them or go elsewhere).

Page 59-62 of the CBA - note that picks 1-20 have guaranteed contracts for 3 years and regulated payments; picks 21 on have guaranteed contracts for 2 years, and regulated payments for the third year.



There's a bunch of ways in which those base salaries can increase based upon performance (games played, brownlow/AA etc) but the third year is still on a regulated payment structure.

It's set up deliberately so a top 20 pick isn't disadvantaged by having their third year locked in.
