I had never heard of Liveleak but I have now. It appears to me that there were many people attending and helping the victims before emergency services arrived. This whole thing is shit, but Im glad that people helped other people in need.

The bottle is clipped to the bag, the bag is strapped to the handle of the pram. The bottle has to stand upright because of the height of the bag it is clipped to. That is of course unless you think someone came past just before the pic was taken and decided to play some bottle flipping.
