The draft system is definitely biased towards crap teams. Teams that finish 7-13 don't really get the chance to pick up good kids without trading for early picks.
The theory that the first 8 picks should be drawn as a lottery system holds some credence from the point of view that it will stop clubs deliberately throwing games.
