We shouldn't sign someone just for the sake of it... He has to show a good amount of talent. I wouldn't want to waste time on someone who hasn't got the talent to play AFL. However, we should make the most of this opportunity as you can find some real gems for bargains.
 
you would think there would be a big enough talent pool in nsw to atleast scout someone with the potential to play afl in a couple of years time

Yeah but there hasn't exactly been a tonne of youngsters drafted from NSW each year. However there should be more and more each year... Once more juniors start playing AFL not rugby, there should be many many more. At the moment its just starting to get more popular I think. If we can convert a few of the rugby athletes we might hit jackpot... If you have watched Greg Inglis or Israel Folau play... Freaks of nature.

Interesting point this one. I can guarantee you that there are some in awesome young athletes in Sydney (especially in Western Sydney). The idea of somehow hiding these kids whilst getting them to learn to play AFL has been flagged to the Crows 6 years ago. It was then not in their plans however with this now NSW scholarship it should be looked at as it should have been years ago!
 
As I recall, you can sign two NSW Scholarship holders per year. Effectively you can sign two per year for three straight years (the maximum length of a Scholarship before the kid would finally be old enough to draft) and have six Scholarship holders, so there was nothing stopping us from signing more while Texas was just a Schol holder.

Also, the Scholarship program is not for the entire state of NSW. The border is drawn somewhere and I think it's mainly the northern parts of NSW that the Scholarship is for, as there are some areas in NSW that have decent footy tradition. The ACT is excluded from the program and I think roughly everything south of the nation's capital is out. I haven't seen a map, but I have heard some people in southern NSW complain about it.

Mind you, a decent amount of that area is actually in the Murray Bushrangers region for the TAC Cup so there's always a few NSW kids running around for Murray.
