Carlton tried to go through Harry Madden, Minister for planning but it was considered a conflict of interest.
Even if the club did get approval any resident or group could appeal and take the case to VCAT causung further dealys and perhaps compromises in design.
If forced to VCAT the wait would be an extra 2 months approx.
I wouldn't be counting any chickens just yet on everything going exactly to plan.
After any approval the club would be looking at tender process that could take 2-3 months and an 18 month build time minimum if everything went very smoothly.
I Imagine some stages may be completed earlier but the final completion will take something like 2 years from the date of any approval.

first they need to get plans approved, at that stage there arent even working drawings made to get quotes from so these are all guesses anyway.
