Quaddies are when you pick the winners of four consecutive races which have been pre-chosen by the TAB or whoever. It'll usually be the last four races of a meeting.
eg. the quaddie at Caulfield tomorrow will be races 5,6,7,8
Basically get a quaddie card at the TAB and fill in who you think will win each race.
As for cost they have something called a flexi quaddie which i think are a great thing. Makes it nice and easy for mugs like myself.
eg. your quaddie may look like this 2,3,4/5/6/7,8,9 which is 9 combinations (i think, quickly added it up off the top of my head)
If you bet $10 on this quaddie then you will have about 111% of the total if it wins.
The quaddie will pay a different amount depending on the four winners, if four faves get up then it'll only be a small amount around a couple hundred or so.
I have seen them up around the 70k mark before, but you'd have to be some kind of freak to get one of them.
