Thanks DD. I thought that would be the case but was unsure. Haven't really read up on free agency either but I think it can only be applied when a current contract has run its course?

That's correct. It's restricted free agency. Deledio will be in that category next year, his 8th season. And only after that player has completed a certain amount of years at a club, I believe it will be around 8 years of service. I think many are getting too confused by the upcoming free agency period and have started imagining scenarios like the EPL and NFL.
The truth is, free agency is being brought in to ensure a scenario such as the Luke Ball one doesn't happen again. If a player has completed his 8 years of service and has finished his current contract, he will be free to move to another team, provided his current team doesn't match or beat the offer tended to said player.

When, or does, full free agency come in?
