What is with the little thing next to my clock downloading Windows updates without asking my permission?

After about 2 weeks I finally let it finish, and now 1 week later it's off and running again, what's going on?

go to Start • Settings • Control Panel, open the Automatic Updates control panel, and select "Turn off automatic updating" to shut off this feature.
