For a while now I have thought about how certain clubs butcher draft after draft and as a result there really are no consequences as they keep getting another crack which imo has to change. Clubs like Richmond and Melbourne over the last 10 years have failed to develop so many promising youngsters but there is no accontability because if your picks don't turn out well, it doesn't matter due to the fact that you can get more top picks in the next draft. All of our clubs have chosen high draft picks in the past that haven't turned out well so I am not having a go at any particular club. Anyway I propose that over a period of time (say 10 years), clubs can only have a ceration amount have Top 5 draft picks.... or something similar. If you do poorly in drafts, it should be on the club.
