Waters is a tough player, the problem is he lines up too many players when they are not looking, that isn't tough and he doesn't get his peer recognition for being tough. Archer was voted on by his peers as being tough. Given the marshmallows running around in the AFL these days, it shouldn't be that hard for a genuine tough guy to clean up that award.
