As someone who has quite a history of hamstring issues.

You can run "okay" with a grade 1 strain, at around 70-80%. But its the stopping & starting and the mental demons in your head that are killer.
Not to mention, this is top level AFL, you aren't going to get away with trotting around all day. As soon as you put the pedal down, there's a fair chance you are going to do serious damage and miss months.
It is quite simply the most ridiculous player inclusion ive seen since Ruicuito played that prelim final and couldnt bend over to save himself. He misses 2 weeks now and he comes out okay. Now depending on how serious he is probably missing 3-4 and it starts impacting a fair chunk of the season with the reinjury factor now a lot higher.
