How to fix Holding the Ball

They should pay holding the ball if the player holding the ball has prior opportunity to dispose, even if the ball is knocked out by the tackler. That would mean the player holding the ball would need to focus more on holding onto the ball rather than just letting it get hit out so no holding the ball call.

Umpire by the wording of the law. That would fix most things.
