Yes, you must reward performance above any other consideration. Even if the selectors feel Kelly may not be up to the task, he has earned the right to play at a higher level. I'm not saying that's how the selectors see him, but you have to wonder what he has to do to earn their consideration.
When I was involved in Grade cricket, a player named Paul Nobes was peeling off 100 after 100 and not getting a go. For those who remember Nobes, he had a slightly unorthodox style, and many "good judges" thought his technique too risky for 1st class cricket. I used to reply with, "If you don't play him, you'll never know. He deserves a chance".
The rest is history, he made massive scores for SA, and I often wonder how he may have gone for Australia. Sometimes selectors place other considerations ahead of the sheer weight of runs, and I think this is wrong.
