Firstly, we need to relegate North Melbourne and Essendon as they're both shite (zach merrett you can get out of your contract now)

the Mergers:

St Carlton Blue Saints
Melbourne Tigers (they can have an NBL team if they want)

now we de-merge the Brisbane Lions and send the Western Bulldogs to merge with the Brisbane Bears and create the Brisbane Bulldogs (alliteration!).

then we simply bring back Fitzroy to the league.

Now we have Geelong and the Hawks need to merge and relocate to Auckland to create the New Zealand Cawks.

And for the final Vic team, I'm bringing back University.

now, if the afl were smart, they'd implement this.
