It actually is potentially covered by two sections in the WA criminal code.

74B. Causing fear or alarm to driver of conveyance or others
(2) A person who, without lawful excuse —

(a) causes an object or substance to be directed at or near, or to be placed in or near the path of, a conveyance that a person is driving;

in circumstances that are likely to cause fear or alarm to any person commits a crime and is liable to imprisonment for 7 years.

304. Act or omission causing bodily harm or danger
(1) If a person omits to do any act that it is the person’s duty to do, or unlawfully does any act, as a result of which —

(a) bodily harm is caused to any person; or

(b) the life, health or safety of any person is or is likely to be endangered,

the person is guilty of a crime and is liable to imprisonment for 7 years.

Whether or not he is charged it is an absolute **** knuckle thing to do- horses spook easy and are travelling at speeds where theres a very good chance of death or serious injury if they suddenly shy away.

No need to get fancy, could easily charge him with attempted assault by weapon or throw missile. Could even go for the catch all reckless endangerment.

Police reported he was upset at a losing bet he thought was a shoe in. Palmer admitted afterwards that he was solely responsible, even though witnesses reported a second person egging him on with the words "just do it". Track stewards booted Palmer off of the course immediately after.

Hope shes ok and by the sounds of it i hope he recovers. To have your spleen removed is pretty serious and a lifetime issue for him now

I knew a bloke who had a bad stack on a bike and was in a coma for a few days. Came out of it okay except for some migraines which popped up now and again. He wasn't as young or as fit as Rhys when it happened, so hopefully it will be a great outcome this time round. We all like to throw poo and have a laugh in this forum, but I don't think anyone finds this situation funny.
