The existing gun laws were kind of strict, as far as the type of gun and where you were permitted to use it, and also the compulsory use of it in that context.
For example, sporting gun owners had to compete in organized competitive events.
Hunting gun owners had to belong to a club , and had to have permission from property owners to hunt on their land.

No idea how , and how much this was enforced.
