As you know, Hunter wasn't pardoned for a "decade of crime". He was pardoned coz Repubs were obsessed with him and Joe preferred to spare his addict son the possibility of another 5 years of exploratory legal actions in search of a crime.

I'll leave it to those more suitably qualified than myself to work out which of his dodgy actions constitute actual criminal behaviour. There's a lot to look at.
