It's pretty ordinary.

Pure exploitation of a young person/s. They know this sort of shit attracts attention - Young females (and I guess a handful of young males) will see this young girl about their age doing some raunchy shit in a video clip and being somewhat famous and think oooo wow cool and so they get on board. It's not about the music because 95% of people aged 13 or under have poor to no taste in music and are still very much learning their way through the musical world, so the producers know with minimal effort they can get some very solid returns. It also attracts a bit of attention from older people and they don't care because they know this only helps to spread it.

The unfortunate thing was if these young girls want to have a serious musical career later in life this has a very high chance of being a hard barrier to overcome.

Expecting a 12 year old to fully understand this is not realistic. Yes, some do, but most would not. Questionable parenting, but they all see $$$ signs and go for it. Maybe not such a bad thing given nothing is a certainty later in life, but I wonder how much goes to the child/family and how much goes to the promoter. I would guess a shitload more to the promoter.

The music and lyrics are written in like a day and the videos are shot cheaply on a greenscreen, then they chuck it on youtube and pay a company in some third world country to view and likespam the video to get it to go viral.

This. It's a solid business model he's got going. These songs aren't designed to be good songs, they're just vanity projects for rich parents and their kids who want their 15 minutes and are willing to pay plenty for it.
