You may have heard that the WAFC are introducing a points based salary cap, based on where players playing for your club originated. This may or may not even out the competition, but it should make teams pay more attention to developing their own zones rather than relying on imported players, so one way or another it should have a positive effect. Along with the introduction of the points system the salary cap will also increase to $200,000 (from the current supposed $160,000).

Taken from the Footy Budget from the Grand Final here are the key points of the 'improved' salary cap:
  • 0 points - local district (non league) player top ups
  • 0 points - Allocated AFL listed or rookie listed player
  • 1 point - Local District player
  • 1 point - Local District AFL returnee
  • 1 point - International recruit
  • 2 points - Non District - no WAFL games
  • 3 points - Non District - 1 to 25 WAFL games
  • 5 points - Non District - 26 to 50 WAFL games
  • 7 points - Non District - 51 to 100 WAFL games
  • 10 points - Non District - 101+ WAFL games
  • 5 points - I/State Non Category 1* comp
  • 10 points - I/State Category 1* comp
  • 6 points - Non District AFL delisted rookie
  • 8 points - Non District AFL delisted 0 games
  • 10 points - Non District AFL delisted 1-50 games
  • 11 points - Non District AFL delisted 51-100 games
  • 12 points - Non District AFL delisted 100+ games
* Category 1 - SA, Vic, WA

A club can accumulate a max of 130 points at a time, with a list of 55 listed players.

A concession is applied for any interstate player recruited prior to the 2006 season. All such players are naturalised to 1 point. Concessions for any interstate recruits registered in 2006, who at the completion of the 2008 season would have been naturalised:
  • 10 point value i/state recruit reduced to 5 points
  • 5 point value i/state recruit reduced to 2 points
Concessions will continue for interstate players currently registered so that their point value will reduce as above as they serve 2 years in the comp.

Lots of finicky details so if you need to know more, either read your budget or ask. Oh, and there will be a test on this next week!:D
 
Sounds in theory like a good idea.

Love to see if any of the boffins at the WAFL headquarters have done the figures for this year, using the points system. It would be interesting to see if our thoughts are backed up by stats.

The message in this system, WAFL teams get off your rears and really foster your local zones. I know for a fact East Perth have become very lax.

East Perth had a very good intake of juniors into their senior ranks for years ( 70's into 80's ), then they started to regularly import players. As I said they went the import route over the fostering of juniors route.

I understand that WAFL do need to get some imports to bolster weak areas of their team, but you still need a large percentage of locals.

I am very familiar with the East Perth district, having lived in the area, on and off for the past 30 years. They have taken their eye off the ball for the cheque book.

That may have been the way in the past but the past few years East Perth have promoted a fair chunk of local kids. It has changed since the WAFC realised that the old East Perth zones did not have an abundance of schools and kids living in the area. Since they were given new areas in the north east they have done a lot of work and the club is starting to reap the benefits. Towards the end of this season nearly half the league team were u21's from the local zone.

I do think this cheque book argument is a bit ironic though from most supporters, especially coming from a Swan Districts supporter after their last off season.

That's right, every team goes through periods where they develop and where they buy in. Depends on the management and coaches in place at the time and Glen Bewick made it very clear he was going to develop.

I help coach auskick in the Royals zone, been involved for about 3 years and they have been improving steadily with their involvement. They have a couple of "renegade" clubs, IMO, who think they are better than the rest and this would make it difficult for the Royals to oversee and manage.

Don't worry, if my sons are any good they won't be staying in the zone!:D

Has anyone sat down and worked out how many points the Subiaco premiership side would have had under that system?

It's not calculated across the league side on any given week of the season it's calculated on the senior list, ie league and reserves, of 55. I had heard that Subi would have racked up 148 points but I think this was on the ABC broadcast of one of the finals and I haven't verified this yet. In essence I heard 3 or 4 teams were over the points limit this year.

OK, have done the calculations on Subi only at this stage.

Subi League team that played in the GF had 101 points, by my calculation (Swans had 50 points, but this was a freak year in terms of juniors for Swans). Then looked at the footy record from the last round and allocated points to the reserves listed players that didn't play in the GF. How many points do you reckon they accumulated? By my calculations 47. So that does match in with the 148 I had heard.
 
This points system is a joke.

I know of a possible challenge to the WAFL Commission already involving a player with 8 years loyal service to one club (multiple B & F's, plus 4 other top 3 finishes, club capt, WAFL Rep player & Simpson Medallist) who has been told he is no longer required for 2009 despite being contracted.

Going by this current system he is a hefty 10 points, which could leave him without a club as he is unfairly priced out of the market.

I would have thought where a player is sacked then there is some discount or appeals process applied.

Johnny Utah I suspect the player you are talking about is Chris Bossong? Look, I tend to disagree. The new points system is there to encourage players to stay loyal to their club and in Chris's case he has told the coach (new coach by the way), for the 2nd yr in a row he cannot committ to pre season training until January. He only rejoined the club last year when it looked like we might make the four.

He is still a very capable player without any injury problems and will give any other club 2 or 3 yrs good service. Do you think players like Theo Adams would think twice about leaving their club knowing if they want to go back they will cost their original club 10 points? I think so.

Something had to be done, especially after Messers Chick and Read last year deserting their original WAFL club so now it makes clubs and players think harder and more cautious about changing clubs and stealing players from other clubs.

You are correct in who i am referring to, but your facts on the case are 100% wrong.
