I was suprised not to see any marshalls leaning over telling him to get him off track.
Turns out he crossed over the track and took a photo while doing it.He only moved to the side as he saw Vettel coming.Thankfully the cops got him.

So Rossi didn't have radio comms for the second half of the race, which explains why he didn't unlap himself after that Safety Car as he was unsure when to do it.
