I understand the rule. St Kilda just needed to retract their offer and he's available.

The rule is for when the club hasn't chosen to delist him. They did choose to delist him.
Yes, they chose to delist him. Hence why he was a delisted free agent. There’s absolutely no evidence outside of hearsay to show that they made him an offer, and there are several articles indicating they didn’t.

Your theory about them retracting their offer etc is a grey area at best and at a minimum would have been heavily scrutinised by the AFL and reported on as such.
 
It’s a nice story but doesn’t make sense at all in context given that he had the chance to walk during the trade period but ended up getting delisted afterwards instead.

I’m pretty sure that the rules of free agency say that if you’re offered a contract and choose to decline it (ie, you’ve delisted yourself) you can’t become a delisted free agent, you have to go to the draft.
All of that is correct. I will say that Tim was previously delisted by the Swans making him a UFA every time he came out of contract. He could have walked to us during the free agency trade period but he didn't. My speculation on this was that Tim was hoping to stay at StKilda but StKilda weren't committed to delisting him or keeping him at the start of the trade period. Or StKilda offered Tim a 1 year contract to our 2 year contract and told Tim we might be able to match the Collingwood deal but we won't know until the end of trade period. If you hang around and we can't match then we will delist you.
StKilda ended up picking up Macraes contract which might have been the nail that sealed Membrey to Collingwood.
Yes all of this is speculation but they are both good reasons why Tim didn't walk to us at the start of the free agency period with Perryman. The only other reason I can think of is that our offer to him was a last minute offer.

It was unusual. He had 2 possible ways of getting to Collingwood as a free agent - UFA, DFA.

Perhaps you're right. Maybe we weren't willing to commit during the trade period and the ufa deadline passed and it was as simple as St Kilda delisted him and then we decided he was worth adding, but it was unusual.

We only became interested in him late in the period, I remember toward the end of trade period there was rumours it was possible, and then they decided to just head that way when it became clear saints were gonna delist him.

We probably wanted Hayes but failed the medical.

Ah yes, thats right. Hayes. We were heavily into him. It was him v Tomlinson for a while, and then very late. Maybe in the last couple days of the trade period we decided to go another way and for membrey.
Then there was talk do we go for two DFA? But think we discussed it felt like it was gonna be just the 1 spot available for a mature player.
