Movie Allow me to present a DVD cover, you guys try and work out the plot

Saw this in Woolworths today, the cover baffled me. I figure we can all have a shot at trying to work out the plot:

Now it's partially obscured by the glare, but at the bottom that is the Joker and the Penguin chasing the "meddling kids". Why the Joker hasn't started killing everybody I'm not entirely sure.

Shaggy and Scooby run out of bud so they activate the spotlight to summons Batman for more supplies. Batman and Robin arrive with an ounce of sinsie and a ball of coke. They all get wired and it all gets pretty flirty. Shaggy and Scooby go for munchies. Velma and Daphe retire to their room for some mutual carpet admiration. Batman and Robin hook up in the back of the Mystery Machine. Fred stands outside the Mystery Machine peeking in with his rod in hand. All of a sudden a bunch of kids walk around the corner and fred has to zip up. If it wasn't for those meddling kids.

I've actually seen this. The Joker and the Penguin team up with one of your typical Scooby Doo villains (a counterfeiter or a property developer or something) using their typical tricks to make something seem haunted, and Batman and Robin come into the picture to help them out.

Godawful, I suppose it goes without saying. They had another one where they team up with the Harlem Globetrotters, I can't even remember what that was about.
