Some Americans ISPs throttle P2P traffic.
If you use uTorrent, you can set it to encrypt the data so your ISP cant block it, hypothetically. I never needed to try it.

Yeah utorrent has encryption, I haven't needed it, but I can't get DC++ with a decent speed with my new ISP.
