From my experience (driving charges) they try to put a few different charges on you that are different categories.

I got in trouble via the Dob-in-a-hoon hotline for doing burnouts - mind you in a very quiet area (industrial estate) at about 11pm on a Friday night. So yes I was a tool, but not a tool that goes out and endangers many lives with his driving and it was years ago and far beyond me now.

The police officer charged me with three different charges, the first was Driving in a manner which is dangerous to the public which is a criminal offence, and Reckless Driving and Careless Driving. The idea is that if they can't pinch you on the higher charge, you'll be pinged for the lesser.

In my case, I had a solicitor negotiate the removal of the criminal charge on the basis that I would plead guilty to the traffic offence. This is probably a common way of bargaining so that the police can be assured they will at least get some sort of win out of the situation rather than potentially wasting the courts time.
