What is the best draft system?

1. leave it

2. Lottery - the bottom team has the most chance but is not assured of 1st pick

3. rotation - does not favour any team regardless of where they finish

4 other - suggest an alternative
 
i reckon, the draft system, should follow this approach:

teams in the top 8, to receive the same picks

9th - receives pick 1 (will assist teams in making the finals... unlike richmond, which has finished 9th for the last 20 years)
10th - pick 2
11th - pick 3
12th - pick 4

13th - pick 8
14th - pick 7
15th - pick 6
16th - pick 5 (they will get a decent first pick, but at pick 5, you would think they would not be tanking)

it's a little complicated, but it should encourage teams to keep winning (for finals or earliest picks) and it should be no hinderance to re-building as it only applies to first round picks (and the worst teams still get a decent pick) n.b. probably better than a lottery, as the lottery is random ;)

how exactly did clubs recruit prior to the draft being introduced? just scoured the amateur leagues for talent and offered them a price? obviously not having a salary cap would be a hinderance to some clubs (leading to situations where lots of players want to play for some clubs and few players to other clubs), so a cap is probably always neccessary.
 
The NFL draft system (change the bottom four to a lottery system where 16th gets a 40% chance, 15th gets 30%, 14th gets 20% and 13th gets 10%), with limited free agency and a hard salary cap.
