Just at this time.

ASADA are still investigating. Dillon worded it very specifically to indicate that no infractions were being issued "at this time", but noted that they may be issued in the future.

There is one thing that they HAVE to make clear.

What evidence exists that exonerates Jobe Watson. How an admission to attempting to take AOD9604, the WADA assertion that it is banned doesn't result in an infraction.

Simply saying, based on information at hand infractions will not be issued. That isn't good enough.

The EFC has been charged by the AFL, infractions for players will be handed out by ASADA/WADA when they have finished there investigation.
