my theory is simple.
We correctly prepared for the worst ( eg in Vic spent $1.3 bill on 4,000 ICU beds).
Thankfully the pandemic by Sept was nowhere near as bad as first thought,but we were still in lockdown.
At that time there was adequate data available that confirmed death rates were not anywhere near 7% that occurred in Italy or close to the modeling from the UK group, that initially that spooked the globe.
So with this abundance of data, the politicians should have wrested power from their Medical advisors - “thanks guys it turned much better than we hoped and clearly this virus is no where near as deadly as first expected - now give us a plan to protect high risk people. And BTW we are lifting lockdowns.”

That’s how it should have worked, particular as deaths in winter are common from Flu - in 2019, for example 1255 people died from FLU, and thats WITH a Vaccine.

So where we are today? We have politicians lacking the fortitude to challenge their Medical advisors with that data clearly confirms the risks are not commensurate with need for knee jerk lockdowns, particularly as we’ve had not deaths from the UK strain IIRC.

Further, we we are now in a vicious cycle - the popularity of politicians is soaring and so they are reluctant to pull back strongly, incase another wave hits and their poll numbers plummet with accusations of premature easing.

so it’s a viscous cycle of incompetence.

I’m not fussed about the Origins of the virus - but I will say if it had started in Frankston, without a Bat, Wet market or Virus lab in sight I doubt the International media would have been interested or have blown it up.
Bat Viruses from Chinese wet markets are irresistible to Western Media keen to expose China in every way possible.

Ulterior motives - you need a ONE “they” as being behind this. But with so many conflicting interests between Big PHarma, Big Oil, Big Finance, ONE “they”doesn’t exist and so no Conspiracy Theory has any credibility.

Regarding the 'Medical advisors' - I think that, to a greater or lesser degree, most of the 194 countries under the aegis of the WHO have directed their responses via WHO directives. In a sense they are legally beholden to the WHO regarding pandemics ~

Given the magnitude of the impact of their directives, I personally think that there has not been enough heat on the WHO. The 'vicious cycle of incompetence' of which you speak(and I agree with) has been enabled, largely, by them.

Regarding the focus on China - I actually think that there hasn't been enough scientific scrutiny on them. The first recorded cases were all from China, specifically Wuhan. The 'Wuhan lab hypothesis' has weight and should be investigated properly but this has not happened. The WHO actually did conduct an investigation and came up with something like "no, wasn't a lab leak, it was likely(highly) via zoonosis", but it was not a proper investigation.

Additionally, when it was all kicking off, China closed their borders, stopping incoming flights, yet they allowed people to fly out, thus allowing it to spread all over the planet.

While I take your point regarding Frankston and I agree that China is an easy target, there is no recorded data to suggest that the first cases were recorded as originating from Frankston(or anywhere else). China is a world superpower. It has its fingers in many world pies. This is undeniable. Frankston, on the other hand, does not. This is why China has copped a bit of scrutiny - again, not enough IMO.

Why should there be a more thorough investigation in to the Wuhan lab leak hypothesis? There are many reasons, not the least of which is we need to know how the virus originated. It's significant information with undeniable ramifications.

Of course, that same 'thoroughness' should be applied to all potential explanations of how the virus originated and whether or not it was by fair means(accident), foul(not accident) or via zoonosis. This will greatly impact future policy and how we deal with this virus going forward and how we deal with, and construct, responses around future pandemics.

That proper scientific scrutiny has not occurred and the seeming 'hosing down' of any speculation should not be dismissed. There needs to be some level of accountability. Ditto the WHO - a proper shitshow.
