It doesnt surprise me in the least that campaigners who are willing to rut in a public toilet are not overly concerned about their health.
I was however under the impression that transmission rates of HIV have remained stable or dropped slightly in the last few years (after sadly being on the rise a decade ago).
New effective treatments means most HIV positive individuals are not only living decades symptom free but are also effectively not infectious while taking their meds.

If as you're suggesting these toilet ****ing weirdos are engaging in risky unprotected sex practices as well, its just another reason to eradicate the disgusting practice.
