Define 'neat casual'

What do they mean by 'neat casual' for a 20-something year old?

I've always figured it means nice clothes, but nothing fancy. I.e. don't need a collared shirt. Am I wrong? Is there something wrong with wearing a fitted t-shirt with jeans & some nice shoes?

Neat casual in my books is generally a collared shirt, either long or sleeved or polo shirt. Jeans are a bit of a grey area, but generally I would say no if it was a work/business situation and definately not sneakers. I genreally think of it as what you'd have to wear on a private golf course.
 
How come shoes are so important to everything? They're a cornerstone of dress code, I don't even look at people's shoes.

It's like in niteclubs you can be dressed nicely, but if you are wearing scrappy sneakers you will not get allowed in. It's happened to me a couple of times, where I was about to get let in and the bouncer realised I wasn't wearing nice shoes at the last minute and vetoed me. He wouldn't have even noticed if he hadn't have had to arbitrarily check them!

I agree, but I guess it's to keep out the riff-raff who don't own anything other than uggies, thongs and KT-26s.

Because shoes can really dress an outfit up or down?

For example, a woman wearing jeans will look very different wearing heels or, say, volleys.
 
Yeh I always get really confused with these dress code things. This is what I wore last night, can anyone decipher the code?

White t-shirt with Quicksilver across the chest
Suit Jacket
Dress jeans (D&G)
Thin globe (not those fat chunky skate shoes) shoes, with a coarse surface

It is just their way of saying you are too ugly to come in.
