It is intended to act normally (the new normal - where you click on the nav item to bring it up) as well as abnormally (the old way where if you hovered your mouse then after a 600 millisecond delay it would popup). You can still turn it off in your preferences if it's not for you, but otherwise you get the best of both worlds. Any other behaviours are "features" not bugs.

The next thing coming back is the "eye" that reminds you specifically about watched content. As we don't have the side menu anymore it's going to be in the Watch Console as a starting point.
