This also depends on the object of your affection if say you are a 60 year old person and the other person is 15 the answer would be no touching. On the other hand if the object of your affection says yes then go for your life and ensure they are of legal age.

But seriously I've been on dates where the sex has happened after half an hour. Other times where I've been led on for months.

No one really knows. There is no real grand plan or advice. It is a symptom of adulthood from work, to housing, to diet, to sex. Do what is right for you. Don't listen to bullshitters. You may die tomorrow or live for another piddly 40 years. Who cares? Do what works for you and those you love. You have nothing to prove to anyone.
