Not a lot of info out there on the subject mate. Before the delay in the games release statement last year, R* said the packs would be released "in spring 2008", and thats as specific as they got. Whether that's been delayed as the main game has...who knows?
I wouldn't expect them to be released immediately or anything, as they'll probably want to stagger the period over which they can milk the franchise for cash. Mass effect hasn't seen its promised episodic DLC yet, and it was released in November last year, so i'd be expecting it'll be at least late 2008 before we see the GTA4 packs for 360.
As for the same episodic content being released on ps3...well frankly i haven't been able to find anything (except vague rumours) that would indicate it'll be released on ps3 at all, let alone when. PS3 owners have had it confirmed they will get some dlc, but only in the form of extra cars etc.
Rockstar have a habit of playing their cards very close to their chest, no one really knows for sure. But $50 million is a lot of cash to pay for what is not even exclusive rights to an entire game, Microsoft are going to want some sort of bang for their buck.
