I keep seeing it, and it's someting certian teams seem to plan to do and that is when a player gathers the footy at ground level, instead of turning the other way and protecting the ball from the nearest opposition player, they turn into them and initiate the high contact.
Some players are bending down to pick the ball up but they aren't coming back up and deliberatly initiating high contact to get a free kick.
I think if a player has enough time to come up with the ball and an opposition player makes front on contact with them above the shoulders it should be ok. If a player initiates high contact it should be seen as ducking.
