Exactly right, it won’t stop concussions from major impacts to the head but probably would help reduce the impact of minor head knocks.That's not entirely true. The cushioning from the layer of padding either in a helmet or other head-protection absorbs a certain amount of energy, resulting in a less steep deceleration of the brain inside the skull. How much that energy dampening is, and whether it makes a significant difference, is the question.
