Lawful religion

The Victorian racial and religious tolerance act makes the following definition:

religious belief or activity means-

(a) holding or not holding a lawful religious belief or view;

(b) engaging in, not engaging in or refusing to engage in a lawful
religious activity;

But what is meant by "lawful religious belief" ? Does it just mean anything that does not contravene any other law, or is a list of lawful religious beliefs & activities defined somewhere else in the legislation?

My guess is that it is an attempt to ensure that religious beliefs, which may conflict with the law, cannot be used as a defense for breaking the law.
