They made it so you have to have delisted enough players to be able to take all those picks. It's still possible, you just need to fire a bunch of guys.

Honestly I'm scratching my head. Looking at that list and thinking the best thing to help it is a 18 year old ruckman... you'd think SOS is drafting for them.
