Absolutely. But because all the terms for impact and intention are subjective, the MRO can use whichever they like for their determined outcome. It was as intentional as Danger, Dusty, even Whitfield's hit on Duman (which by that measure should be low impact to the body and intentional for a fine). But more often than not, these types of contact (that are clearly intentional strikes either don't get looked at or graded as a fine via careless/low impact).
To be fair, he knows he initiated it and probably knows he played it up a little bit.
