I've said it before and I'll say it again. Get rid of the deliberate rule all together. Finished. Finito. It's too arbitrary and inconsistent. And who cares if there's just another boundary throw-in. It gives both teams a chance for a clearance set play. It's a pointless useless rule.
 
I don't really care about any new rules, but deep down we all know that we will get screwed in the process.

AFL care only about money and protecting Victoria, and last year prem final made me feel hollow.
 
They need to make the rules more clear not add layer upon layer of interpretation. If you were going to change the rule about out of bounds then you good all one way or the other. You penalise under all circumstances or you allow it completely with throw-ins.
Personally I like the idea of simply penalising with a hand pass.
Which ever team touches it last the opposition get a free hand pass back into play.
