It annoys me too. Prob a very obvious question: Have you tried changing the download location from the server list in the options?

Some games seem to be downloading huge updates. Shogun 2 is downloading 11GB. Surely not!

Steam cloud is currently being temperamental.

SC is always temperamental.

Had to redownload TF2 2-3 times (all 9 GBs) before I stopped playing it.
