Even the NSW Government's turning against it's own decision now. Obviously they're learning more as they go instead of being up to speed in the first place. They greased the squeaky wheel.

Let's hope it happens! One thing I don't really understand is the "industry guarantees". The Alliance is not representative of all participants and isn't the regulator, so it can't put into place or regulate its four 'guarantees' - that's up to GRNSW and the NSW Government. Let's hope the government help, instead of hinder, greyhound racing to achieve what most participants want, which is a better, cleaner sport, where welfare is the concern of everyone involved, not just the hobbyists.

Great news.

NSW needs to copy Victoria's model for how they are going about ensuring the best outcome for the dogs welfare and making the industry the cleanest of the 3 racing industries.
 
One final chance LOL. If the NSW Govt appointed GRNSW had done their job this whole debacle wouldn't have happened. One final chance means what exactly? If anyone is caught breaking a rule? A law? If 10 people are caught? One final chance means diddly! Tough talk from someone who's shown nothing but ignorance and arrogance throughout the whole ordeal. One thing's clear though, Troy Grant has to go as Racing Minister because it happened on his watch.

TOUGHEST REGULATIONS IN THE COUNTRY

The NSW Government will give in principle support for greyhound racing to have one final chance in NSW, subject to industry agreeing to the strictest regulations that exist anywhere in the country to clamp down on animal cruelty.

Premier Mike Baird and Deputy Premier Troy Grant today announced former Premier Morris Iemma will chair a Greyhound Industry Reform Panel that will determine the new regime and ensure NSW Greyhound Racing is the cleanest in the country, including:

 Mandatory life bans as well as increased jail terms for live baiting;

 Registering all greyhounds for their entire lives;

 An independent regulator with strong new powers to ensure transparency and accountability; and

 Substantially increased resources for enforcement and prosecution as well as animal welfare.

The RSPCA, industry and government representatives have been invited to join the five person Panel. The greyhound industry’s own commitments to having total lifecycle management, controlled breeding, zero tolerance for animal cruelty and eliminating avoidable injury will be the starting point for the Panel’s work.

Mr Baird said the government had listened to community concerns about the racing ban and the way it was implemented.

"We firmly believed the government’s decisive response to the animal cruelty outlined in Justice McHugh’s report was the right one - but we misjudged the community’s response to that report," Mr Baird said.

"It’s clear the community agrees that the cruelty must end, but we underestimated the community’s desire to give the greyhound industry one last chance to reform and conform to the highest standards of animal welfare.

"The industry can’t return to the status quo – the barbaric practices of live baiting, cruel wastage and high rates of injury must end."

Mr Grant said the government has listened to the strong views of regional communities involved in greyhound racing.

"Regional communities value the greyhound industry and we’ve heard loud and clear that they believe it deserves another chance."

Subject to the Panel’s recommendations, legislation would be introduced early in 2017 to repeal the ban and deliver the new regime under which racing would operate.

Terms of Reference – Greyhound Industry Reform Panel

Matters for Consideration

The Panel is required to consider:

- The recommendations in the Report of the Special Commission of Inquiry (the Report);

- Industry reform guarantees put forward to the NSW Government by the NSW Greyhound Racing Industry Alliance (The Alliance), including those contained in its letter to the Premier of 9 August 2016 and media release of 9 August;

- Industry reform efforts currently being undertaken by Greyhound Racing NSW;

- The outcome of consultations by Dr John Keniry, Coordinator of the Greyhounds Transition Taskforce; and

- Input from the Expert Advisory Committee, as sought by the Panel.

Content of the Panel’s Report

The Panel will prepare recommendations to Government that ensure that:

- issues relating to the governance, integrity and animal welfare standards of the greyhound racing industry are appropriately addressed;

- the industry as a whole operates to and upholds the highest possible standards;

- individual industry participants comply with those standards, including all animal welfare obligations.

In particular, the Panel will:

1. develop an appropriate governance structure for the NSW greyhound racing industry that will set a benchmark among like jurisdictions and ensure best practice across NSW regarding the transparency and integrity of the industry;

2. develop a comprehensive animal welfare plan which will ensure best practice across the industry, and in particular effectively remediate issues of wastage and live baiting, including by recommending any appropriate changes to regulatory frameworks, penalties for infringements and compliance mechanisms;

3. make recommendations regarding a new independent industry regulator with appropriately robust compliance mechanisms that can ensure and enforce effective governance and oversight of the animal welfare plan;

4. make recommendations relating to the safety of the racing and training environment for greyhounds, including the design of tracks, with a view to eliminating injuries;

5. ensure that the guarantees provided by the NSW Government by the industry, in the letter from the NSW Greyhound Racing Industry Alliance of 9 August 2017, are incorporated into the governance, regulatory and animal welfare proposals put forward by the Panel;



6. propose any additional measures that the industry needs to take in order to meet community expectations regarding the integrity of the industry and the welfare of the animals involved in it;

7. make any other relevant recommendations considered necessary to ensure community confidence in the greyhound racing industry; and

8. propose the timing and criteria for a Statutory Review of the new legislation."

Congratulations to all those who worked so hard to have this ridiculous legislation repealed. However, there still may be more to come in the courts and if there is, it will favour greyhound racing.

There’s a number of reasons why the so called “Backflip” in NSW could actually be the most optimal situation advocates and greyhounds could find ourselves in right now.

This “reversal” is not really what the least intellectual of racing enthusiasts think it is, and to the anger of the more intelligent trainers it’s the outcome they wanted least, next to total prohibition. This so called “backflip” due to it’s restrictions, is de facto prohibition.

And for the discarded dogs, who were facing a greater “tsunami” of numbers than the existing nightmare annual figures, this could be their best shot too. Keeping a fraction of the industry alive for just a little bit longer might enable enough funds to be channelled into their salvation to make a difference. With a ban, the industry players would do what they usually already do, and thats simply turn their backs on the dogs and walk away. Or worse.

We’ve been hearing it for months now already. Without an industry, these people will kill their dogs en masse. They’ve said it themselves repeatedly. But now the NSW government has a bargaining chip to keep them alive.

And this fragmented slice of the existing industry will not endure long. The industries ability to continue functioning is decimated.

In 2015 records show there were 1,232 whelping’s in NSW. Average puppy number per litter number is 6.6. So the industry is going to reduce breeding from 8131 puppies every year to 2000. On the condition they can rehome 2000! If you worked in greyhound rehoming, you can see it’s quite a slow process, and now its on the government to support those organisations to achieve this rather impossible task.

While the less enlightened of racing enthusiasts are celebrating this result as a win, this new model means 3 out of every 4 participants will now miss out on involvement, or it may manifest as a participant having their income reduced to 25% of what it was previously. For an industry that already sails close to the wind, that makes it financially unviable. At which point the government will probably no longer be liable for paying compensation for loss of livelihood either.

So the government will save money, more dogs will be saveable, and the industry is now set to be financially unviable and slowly, painfully collapse as breeders fight to the financial death against each other competing for the few available licenses to breed.

It’s going to be very difficult for everyone involved in the industry because its also on the industry to care for the tens of thousands of dogs they already have coming on stream right now that the government wants to see rehomed.

Aaron Cross, a Kiwi, wannabe Aussie and self appointed spokesman for the loony brigade. He just can't admit his dream of an end to greyhound racing has been obliterated. No government will be stupid enough to ban greyhound racing again any time soon and it will overcome the hurdles placed by the government and flourish. Now, getting back to something worth discussing...

Apart from the fact that the good people of the industry don't need to reform, they were never given the chance to speak, as I stated in an earlier post, which shows how biased the government (and the Inquiry) were from the start. Conspiracy theory my arse.

I don't have a dog in this race, happy to post both ways. A couple of questions

Do the good people of the industry need to reform re: wastage?

With less dogs racing and greater restrictions, do you think this will impact the big breeders or Mum / Dad owners more?

Will there be any change to TAB distributions as per the McHugh report recommendations?
 
1. Well that depends on how you define 'good people'. Personally, I don't think a genuinely good person would put down a dog just because it'd stopped bringing in the money. OTOH it's not against the law to put down a dog for any reason whatsoever and maybe half a million Aussies put down a pet each year (250,000 cats & dogs alone, plus other animals), so are they considered 'not good' people? I've been involved in greyhound racing since the 80's (and before that I used to go with my parents) and no-one in the industry has ever used the term 'wastage' until now. It's a term that was brought in by those outside the industry. However, wastage (unnecessary euthanasia) needs to be eliminated no matter who is doing it.

2. Hopefully it impacts the bigger breeders but the cost of having a litter with all the regulations and overheads now will see the demise of all but the more well off hobbyists. Personally, I'm not a fan of the sport being for the big guys (professionals) but I realise that's the way it's heading.

3. Hopefully there is a change to the Intercode Agreement (TAB distribution) but the govt have said all along it's nothing to do with them, it's up to the 3 racing codes to sort out. We'll see but my belief is that's bs and it will be changed, unless the govt are now trying to get rid of greyhound racing in an even slimier way than before, ie, by over-regulation (higher costs without the financial resources to cover them). If it doesn't change it's not the end of the world because with less greyhound racing there'll be less turnover so the current 13% might be in the ball park. Time will tell.

Before you pull a dictatorial stunt like that again Mike (if you're still in the job at the next election) it's called a CONSULTATIVE PROCESS...... try using it next time tham using one fairytale of a "report" as your point of reference.

This is what happens when a government is caught out making things up to suit an agenda (whatever the agenda is in this case). Treat us like fools and you won't be there for long. Bye Troy, ya muppet, and hopefully the NSW public won't forget Mike Baird's role in this disgraceful saga when the time comes.
 
And finally, the premier has quit. I don't for one second believe his poor performance, particularly during this episode, didn't have everything to do with it. As someone said, don't let the door hit you on the way out Mike.

He's made sure most country greyhound racing tracks will go, so at least he's freed up that land for developers as part of his "miracle".
