In this specific situation they had one left but then did a double change… pretty difficult to police that. They’d already broken the rule before the official had the chance to tell them they couldn’t.

I’m sure they will tweak procedures going forward but according to protocol, north would have been told they had five left. If they can’t count up to five then that’s not the umpires problem
