Continuity only works for players who are in their prime. They can back up 22 weeks in a row and be consistent over the course of the season. They've banked enough preseasons to have fuel in the tank and a hardened body.
The kids haven't. They'll need breaks here and there, even if they're going ok.
The oldies are typically a bit banged up after years of punishment. Still plenty to offer but will need refreshers.
So as a rough guide
Younger/newer players: Strategic rests
Guys in their prime: Continuity
Older guys: Strategic rests
Now, this may sound like kindergarten stuff but for the AFC it is an unfathomable concept.
The beauty of it in a rebuild is that those strategic rests can be used to usher in new players and give them a taste. It keeps kids up for the whole season instead of burning out. It extends the quality output of your veterans.
It's win-win.
