Russia's run a long propaganda / disinformation campaign about "attacks" on Russian speakers purely aimed at areas where they can control the narrative. RA may be talking about these so called "victims" of war with his statement.

To put this to bed completely you would expect RA to say he is shocked and appalled at the illegal invasion of Ukraine and that Putin should cease all military action immediately. And any donations from RA go directly to Ukraine in rebuilding efforts after the war finishes.


There is a problem for him with such a statement. It would literally put him and his families lives at risk. And as long as Putin is in charge he would never be able to return to Russia.
